How Much Does a 3PL Cost? $3.21 an Order Plus Postage

Short answer

A 3PL costs about $3.21 to pick and pack a 1-item online order and $19.37 a month to store each pallet, the 2026 averages in The Fulfillment Advisor's survey of US and Canadian warehouses. Postage is billed on top: a 1 lb USPS Ground Advantage commercial parcel costs $8.01 to $11.22. Receiving, setup, returns and a monthly minimum fill out the invoice.

A 3PL costs $3.21 an order to pick and pack, before storage and postage

The Fulfillment Advisor, a warehouse matchmaking firm that has surveyed the warehouses in its network since 2017, puts the average fee for picking and packing a 1-item direct-to-consumer order at $3.21 in its 2026 pricing survey. That figure is 2 charges added together: $2.73 for the order and $0.48 for the item in it. Storing the stock behind those orders averages $19.37 per pallet per month.

Neither number includes the shipping label. A 3PL buys postage for you and bills it as its own line, and on the USPS commercial price list in force from October 4, 2026, a 1 lb Ground Advantage parcel costs $8.01 to the nearest zone and $11.22 to zone 8. Put a $9.29 zone 5 label beside the $3.21 handling fee and a typical 1-item order comes to $12.50, before storage, receiving or packaging.

How the survey, USPS and BLS count 3PL costs

3 kinds of source sit behind the figures on this page, and each measures something different. The survey asks warehouses what they charge, so its numbers are averages of self-reported list prices from one firm’s network, a sample of the US 3PL industry rather than a census of it. They are also not what any single brand pays: 75% of respondents offer discounted pick and pack pricing and 52% discount storage.

USPS publishes the commercial prices a business pays for Ground Advantage labels bought through commercial postage channels. A 3PL may buy below them on its own carrier contracts, or bill above them with a markup. BLS publishes no price level at all. Its warehousing producer price index tracks how the prices warehouses receive change from month to month, which makes it a measure of direction, never of what a pallet costs.

Most 3PLs bill a brand from a menu, one line per activity. The table lists every fee in the survey’s 2026 column, with the share of warehouses charging it where the survey reports one.

Pick and pack is the labor inside a fulfillment center: someone walks to the location, pulls the units, packs the carton and labels it. The survey reports 3 charges for that work, per order, per item and per SKU, and on a multi-unit order the item and SKU bases give different totals. Take an order of 3 units across 2 SKUs, with each charge added to the $2.73 order fee: billed per item it costs $2.73 plus 3 times $0.48, or $4.17; billed per SKU it costs $2.73 plus 2 times $0.79, or $4.31.

B2B orders cost more to handle. The per-order average is $4.86 against $2.73 for a consumer order, and the per-item charge is $0.98 against $0.48, since wholesale orders tend to ship in cases and cartons built to a retailer’s rules. A brand selling both ways should expect 2 rate lines on the same quote.

3PL storage cost by billing unit

Storage is billed on the space your stock takes up, and 3PL warehousing contracts measure it in 1 of 4 units: the pallet, the cubic foot, the square foot or the bin. The 2026 survey averages are $19.37 per pallet, $0.45 per cubic foot, $1.26 per square foot and $3.03 per bin, each per month.

The unit on your quote can change the bill more than the rate does. A standard 48 by 40 inch pallet stacked to 60 inches holds 66.7 cubic feet, which costs $30.00 a month at the cubic-foot average, against $19.37 at the flat pallet average. Cubic-foot billing favors a catalog of small, slow items that would leave a pallet half empty; pallet billing favors tall, full pallets of a few fast SKUs. Bins add up too: a brand keeping 40 SKUs in bins pays $121.20 a month at $3.03 each before it stores a single pallet.

Aged stock costs extra at a growing share of warehouses. 41% charged a long-term storage fee in 2026, down from 48.6% in 2025 but up from 23.33% in 2024. The survey gives no 2026 amount, saying only that it varies by provider, and its 2025 figures come in 2 forms: the table puts the fee at 30% to 50% on top of the normal storage charge, while the written summary gives $5 to $10 per pallet per month. On a $19.37 pallet the percentages work out to $5.81 to $9.69, so the 2 readings land close together.

Postage on a 3PL order, by weight and zone

The label usually costs more than the labor. On USPS Ground Advantage commercial prices effective October 4, 2026, every parcel under 1 lb ships at a single price per zone, from $7.33 in zone 1 to $8.95 in zone 8, and the price climbs with each pound after that.

Distance costs more as weight rises. At 1 lb, zone 8 costs $3.21 more than zone 1, the same amount as the average pick and pack fee; at 5 lb the gap is $9.89. Size has its own charges: a parcel over 1 cubic foot is priced on its dimensional weight when that exceeds the actual weight, and USPS adds $4.50 for a parcel longer than 22 inches, $10.00 past 30 inches, $21.00 over 2 cubic feet, $4.50 for tubes, cans and other shapes that roll, and $3.00 when the dimensions entered do not match the parcel.

How the label reaches your invoice depends on the warehouse. In the 2026 survey, 71% name cost-plus as their main shipping model, at an average markup of 14.14% over cost. 45% let customers ship on their own carrier accounts, and 23% resell published carrier rates at a discount that averages 13.13%; a warehouse can offer more than 1 model. On a $9.29 label, the average markup adds $1.31 and the average discount takes off $1.22.

3PL cost per order at 100, 1,000 and 5,000 orders a month

To see how the fees combine, we priced a month for 3 brands with the same product: 1-item orders, 1 lb parcels, an average destination in zone 5 and 5% of orders returned. Every fee is the survey’s 2026 average, postage is the published zone 5 price, and the $752.08 monthly minimum applies to the 3PL’s own fees only.

The smallest brand pays twice the per-order fulfillment cost of the other 2, and the minimum is the whole reason: $346.42 of its $752.08 bill buys no work at all. Between 1,000 and 5,000 orders the per-order cost barely moves at list prices. Volume pays off through the discounts that 75% of the survey’s warehouses offer on pick and pack, not through the rate card itself.

Postage makes up 55% of the smallest brand’s bill and 71% to 72% of the larger 2. At every size, the label is the line that decides what an order really costs.

How 3PL prices changed from 2017 to 2026

The survey has run since 2017, so its tables show how each fee has moved. Pallet storage rose 49% between the 2017 and 2026 surveys, peaked at $20.37 in 2024 and has eased in each survey since.

The monthly minimum went the other way. At $752.08 in 2026 it stands 3.9 times its 2023 level and 45% above 2025’s. The 2026 figure comes from the survey’s summary for warehouse owners, the earlier ones from its summaries for customers.

Pick and pack has climbed more slowly, 22% from 2017 to 2026, and the reported annual price increase has stayed between 2.37% and 5.59% in every survey. The 2025 consumer pick and pack cell reads $3.25 in the survey table, while its 2025 written summary says rates moved from $3.18 to $3.20; we show the table.

Government data shows prices still rising through 2026. BLS’s general warehousing index stood 5.4% higher in August 2026 than a year before, and its index for couriers and express delivery services rose 10.2%, nearly twice as fast. Pay is moving too: average hourly earnings in warehousing and storage reached $26.83 in August 2026, 4.5% above a year earlier.

Setup and integration are the entry price: $373.06 for setup, which 55% of warehouses charge, and $316.56 to connect a shopping cart, about $690 together on averages. The survey notes many providers waive or negotiate these for larger customers. Account management has more than doubled in a year, so a quote that lists it deserves a question about what the fee buys.

The $3.56 returns fee is the warehouse’s handling charge alone; the full cost of an ecommerce return also carries the return label, the refund and any markdown on stock that cannot go back on the shelf. Brands selling on Amazon through a 3PL pay prep on top of fulfillment, $0.40 per label and $2.00 to $3.00 per order on the survey’s 2026 averages.

Performance terms belong on the same page as price. Respondents report 99.41% order accuracy and 0.12% inventory shrinkage in 2026, but the 2025 summary put shrinkage at 2.68%, up from 1.24% in 2024, so the figure swings widely from one survey to the next. In 2025, 94.33% of warehouses said they cover shipping, picking and inventory errors when they are at fault; the contract should say how that cover is paid, per unit and in writing.

What 3PL pricing means for a brand buying fulfillment

Under about 200 orders a month, the minimum sets your price. On the worked example’s assumptions, a brand’s own fees reach the $752.08 average minimum at about 202 orders. Below that line, a 50% cut in the pick and pack fee saves the 100-order brand nothing, because its fees still fall short of the floor, while halving the minimum to $376.04 saves it the full $346.42 top-up. A small brand should spend its negotiating effort on the minimum and on whether postage counts toward it.

Postage outweighs pick and pack by 2.9 to 1. A 1 lb label to zone 5 costs $9.29 against a $3.21 handling fee, so where your stock sits matters more than a few cents off the pick rate. Moving the average destination from zone 5 to zone 4 saves $0.74 on every 1 lb parcel, 23% of the pick and pack fee; for 2 lb parcels, moving from zone 8 to zone 4 saves $4.51. That is the arithmetic behind picking a warehouse near the bulk of your customers, or adding a second one. Box size works the same way: keeping cartons under 22 inches long and 1 cubic foot avoids the $4.50 length charge and dimensional pricing.

Get the postage terms in writing. At the average 14.14% markup on a $9.29 label, 1,000 orders a month cost $1,313.61 a month on top of the carrier’s price, 41% of the bill for picking and packing them. When you are choosing a 3PL, run the same 3 months of real orders through every bidder’s full rate card, postage included, so a low pick fee cannot hide a high minimum or a high markup.

Tie increases to a public index. Warehouses in the survey report average increases of 3.68%, while the BLS warehousing index rose 5.4% over the last 12 months and swings month to month. A clause capping each annual increase at the 12-month change in BLS series PCU493110493110, with 60 days’ notice, gives both sides a number neither controls.

Expect labor to drive the rate. Labor accounts for 33.97% of revenue at the warehouses surveyed, and BLS puts warehousing pay up 4.5% in a year. Pick and pack prices follow wages, so a multi-year quote that holds the handling rate flat while pay rises is worth checking for a minimum or storage line that rises instead.

Compare all-in costs, because the 2 are priced differently. Amazon's FBA fulfillment fee covers picking, packing and shipping the order and is set by the product's price, weight and dimensions, while a 3PL's $3.21 average pick and pack fee leaves postage to be billed on top. FBA storage is charged on the cubic feet your stock occupies, plus a fee on items held more than 181 days. Run the same 3 months of orders through both, labels included, before you decide.

How often do 3PLs raise prices?

Most review their prices once a year, and warehouses in the 2026 survey reported average annual increases of 3.68%. BLS's warehousing producer price index climbed faster, 5.4% from August 2025 to August 2026, and the index for couriers and express delivery rose 10.2%. A contract can cap increases at the 12-month change in a named BLS series.

Are 3PL fees negotiable?

Often, yes. 75% of warehouses in the 2026 survey offer discounted pick and pack pricing, 52% discount storage, and many waive or negotiate setup fees for larger customers. What does a 3PL charge to process a return?

$3.56 per return on average in 2026, and 87% of warehouses charge one. It is the warehouse's handling charge only: the return label, the refund and any markdown on damaged stock fall outside the 3PL's invoice. Ask what the fee includes, since inspection, restocking, photos and disposal can each be priced on their own.
